The company was incorporated in 1955 as Oregon Dental Service and it was in 1976 that State employees started using the ODS dental plan. Later in the year of 1985, ODS Health Plan, Inc. was founded. It is in the second half of the 1980s that ODS faced significant challenges in response to changes in Oregon's health insurance market. The competition with other insurance companies grew strong and lots of members turned to HMOs for their health plan needs.
However, the company kept innovating and in 1992, ODS began to offer small group health insurance. Later in 1998, having group health insurance for small businesses became a mandate and ODS has already capitalized on that till then.
